Tension As Nigerian Students Await Final Decision From ASUU.

The tension of Nigerian Students as the await final decision to be made by the Union President, Emmanuel Osodeke over the prolonged strike action embarked upon by the Academic Staff Union of Universities (ASUU), can not be examined easily. As Nigerian Students are very anxious to know when the strike can be suspended.

HAS ASUU SUSPENDED ITS STRIKE ACTION ?

The Academic Staff Union of Universities (ASUU), has not suspeded it’s strike. The strike action which was declared as at February, 2022 is still ongoing. This means that the industrial strike action embarked upon by the Academic Staff Union of Universities (ASUU) has not been suspended yet.

WHY DID ASUU EMBARK ON STRIKE ?

There are some several reasons why the union embarked on strike , a few of these reasons can be highlighted below:

SALARY INCREMENT / SALARY SHORTAGE EXPERIENCED BY SOME OF THEIR MEMBERS

ISSUE OF IPPIS AND UTAS

NON- PAYMENTS OF EARNED ACADEMIC ALLOWANCE (EAA) AND REVITALIZATION FUNDS FOR TERTIARY INSTITUTIONS.

They may be some outstanding debts which has also contributed to the reasons why the Union embarked on strike.

SALARY INCREMENTS/ SHORTAGE OF SALARY:

On the issue of Salary increments/salary shortage experienced by some of their members, the Union has expressed vivid concerned stating why some of their members keep receiving low level salaries and some don’t even get salaries at all at the end of each month. Due to this ,they union keep agitating to embark on strike if the Federal Government fails to increase their Staff salaries and also release funds during month end to it’s workers.

ISSUE OF IPPIS / UTAS :

The Integrated Payroll and Personnel Information System (IPPIS) which was conceptualized in October 2006 by the Federal Government of Nigeria as one of its Reform Programme, to improve and also regulate the effectiveness and efficiency in the storage of personnel records and administration of monthly payroll in such a way to enhance confidence in staff emolument costs and budgeting was issued to the Academic Staff Union of Universities (ASUU ) , according to the Federal Government, the IPPIS will serve as a Unique payment platform for the union (ASUU).

It was reported that this payment platform was rejected by the Academic Staff Union of Universities (ASUU), according to the union , “Our members cannot be enrolled in the integrated Payroll and Personnel Information System IPPIS because our Union also has an already registered and established payment platform called the University Transparency and Accountability Solution (UTAS) which was developed in 2019. Due to the failure of the Federal Government to endorsed the Union’s payment platform (UTAS), it has made the striking union to keep agitating for strike action at regular intervals.

RECOMMENDED : ASUU, SSANU And Others Reopens Talk With Federal Government

NON- PAYMENTS OF EARNED ACADEMIC ALLOWANCE (EAA) AND REVITALIZATION FUNDS FOR TERTIARY INSTITUTIONS :

The Non-payment of the Earned Academic Allowance (EAA) of the Union and the Revitalization funds for tertiary Institutions Nationwide has become an issue for the Union (ASUU). This issue has been persistence for so long now , the Union keep saying that the Federal Government has refused to fund the UNIVERSITY Education System after much deliberations during meetings etc. Due to this , they keep agitating for strike action at regular intervals.

Having known some of these reasons above, let’s get to know some solutions that have been provided regarding the strike action so far.

Despite the strike embarked upon by the Union for months now, certain meetings has been held with delegates from the Federal Government seeking for certain ways to resolve the strike dispute. But whenever they meet ,the meeting keep ending in deadlocks, as the both parties could not come into a conclusion.

The Union have met consecutively with Delegates from the Federal Government , but yet no fruitful returns. According to ASUU President, the last meeting that was held with the renegotiation team of 2009 constituted recently by the Federal Government was successful and progressive.

In the meeting, our demands were taken into considerations and some certain progressions were made on our demands.

On the issue of Salary increments, the Federal Government Representatives has agreed to include Journal Allowances , Rent Allowances e.t.c to the striking Lecturers, but this can only be executed until the UTAS is accepted and approved.

According to the Union President, Emmanuel Osodeke, said , ” for now, the University Transparency and Accountability Solution ( UTAS ) Payment platform have scored 90% by the Union but the Federal Government are still giving false Information on it, saying that UTAS is still under a test.

While on the issue of the Earned Academic Allownace ( EAA) and Revitalization FUND, the 2009 agreements would be laid to rest and the new offer tabled by the Federal Government and agreed upon by ASUU will replace it.

The Academic Staff Union of Universities (ASUU), would be meeting with the Senior Staff Association Of Nigerian Universities ( SSANU) and the Non-Academic Staff Union of Universities (NASU), inorder to implore them to accept the University Transparency and Accountability Solution UTAS Payment platform too. This is because two different payments platforms cannot exist in the university payment system.

Having known some of these solutions above , provided to curtail the strike action, when would ASUU Suspend it’s Industrial strike action.

WHEN WOULD ASUU SUSPEND ITS STRIKE ACTION ?

According to the Union President, Emmanuel Osodeke , “we have submitted our reports to the Federal Government Representatives during the meeting, we are waiting for federal government to sign and also implement the demands as agreed before the strike can be suspended.

We have not less than two weeks to receive a feedback from the Federal Government. Once the report documents are signed and approved and our demands are been implemented, the strike will be called-off.
